Q. The new fishing rules say that live shrimp are not allowed as bait. Is there an exception on the Clearwater for salmon and steelhead angling? A. No. Live sand shrimp became illegal for use in Idaho when the new fishing rules took effect January 1. The change was made to reduce the risks from unauthorized releases of live aquatic species. Sand shrimp are not likely to become established in fresh water, but other similar species might. Live baits also can transmit some diseases. Dead sand shrimp are still legal as bait.
