The Idaho Department of Fish and Game (IDFG) is seeking an IT professional to fill its IT Manager II position. This position is part of the IDFG Administration Bureau which is located at the Headquarters office situated adjacent to the Boise Greenbelt, the MK Nature Center, and the Kristin Armstrong Municipal Park in Boise.

General Responsibilities:
- Coordinate the Information Technology needs of the Department with the statewide Information Technology Services division (ITS).
- Manage the Service Level Agreement (SLA) with ITS, ensure services completed are within the SLA framework and billing is appropriate.
- Manage the internal budget for IT services for the Department.
- Plan, communicate, direct, and implement software/hardware upgrades in partnership with ITS. Will include implementation of significant software transitions from legacy solutions to current state and industry standards.
- Partner with Department leadership to coordinate their IT priorities, and work with ITS to implement those priorities and regularly communicate with stakeholders.
- Seek cost savings in IT solutions, OR efficiency savings at a reasonable cost considering the benefit gained.
- Responsible for escalating critical IT needs of the Department within statewide ITS leadership should emergencies occur.
- Supervise the rollout of laptop replacements to staff statewide.
- Participate in planning and then direct the transition of Department server/network infrastructure from a department owned model to an ITS hosted model.
- Direct end users to appropriate support channels at ITS based on specific need.
- Cost benefit and feasibility study to compare costs for decision making of new IT based solutions, such as implementation of collaboration software, data warehouse solutions, etc.
- Train agency staff on new technologies and solutions being implemented.
- Gather requirements and facilitate training in data security and classification.
- Participate in leadership groups and committees, providing IT expertise in an advisory capacity.
- Facilitate a process to engage partners/team members in decision making of IT solutions and lead the change management in implementation of approved solutions.
- Supervise staff.
Specific Responsibilities – ITS Liaison:
- Provide professional judgement on options of IT solutions/proposals for the benefit of the Department.
- Prioritize and manage use for ITS service offerings to meet Department needs.
- Roadmap IDFG technology strategy and project/program budget and spending plan. Develop and administer IT policies and best practices surrounding Agency IT Governance.
Minimum Qualifications: (All qualifications listed below are required. To be considered for this position, applicants must meet the minimum experience and/or education standards as outlined in each of the typical qualification guidelines. - Some knowledge of budget practices (cost/benefit analysis). (Typically gained by six months of experience performing budget related duties, specifically conducting cost and benefit analysis OR completion of two three credit or equivalent upper division college-level coursework related to budget or financial management.)
- Good knowledge of Management practices. (Typically gained by completion of two three credit or equivalent upper division college-level courses that included all the essential elements of management (Planning, Organizing, Leading, and Controlling); OR the college or university sponsored Center for Management Development Supervision I-IV or equivalent AND six months of experience performing all management elements; OR one year of experience performing all management elements.)
- Good knowledge of current trends in information technology. (Typically gained by an associate degree or equivalent college level/vo-tech coursework directly related to current information technology trends OR at least two years of work experience in information technology. Education and experience must be within the last five years.)
- Good knowledge of computer hardware and software capabilities and limitations. (Typically gained by at least two years of work experience in the information technology field working with multiple technologies OR an equivalent combination of classroom training that covered multiple technologies and work experience in the information technology field working with multiple technologies. Education and experience must be within the last five years.)
- Experience supervising and training technical IT staff in delivering services to end users. (Typically gained by at least one year of experience as an IT team leader or supervisor with a staff of two or more that included answering technical questions from all support levels, including managers.)
- Experience installing and maintaining multiple operating systems and system software which includes multiple technologies and platforms and resolution of conflicting goals with various users. (Typically gained by at least three years of experience serving as a major participant in projects involving all of the above areas with direct responsibility for specific phases. Typical projects will span 12 to 18 months.)
- Experience identifying and resolving complex system-related problems dealing with end users and vendors and translating them into workable solutions in a business environment and making recommendations based on established standards. (Typically gained by at least three years of experience performing the following functions: designing, implementing, and/or maintaining solution to meet defined business need; and at least three years of experience making recommendations based on established standards.)
