Overview Summary and Rationale
The current youth hunt is undersubscribed. Allowing this hunt to be either sex allows youth to still be able to harvest a doe, but also have a chance at a buck. The idea is to increase interest in this hunt for members of the youth and still receive antlerless harvest.
