by Gary Hompland, Regional Conservation Officer Question: "In my Cabela's flier in today's Times-News there was an advertisement for mineral blocks to attract or feed deer. Is it legal to place these where I want to hunt this fall?" Answer: Anything placed to attract or entice game animals for the purpose of hunting is considered as "bait" and is unlawful in Idaho. This rule prohibiting baiting applies to big game animals, upland game birds, and waterfowl. Applied to big game it states "it is unlawful to hunt any game animal by means of baiting with grain, salt in any form (liquid or solid), or any other substance (not to include liquid scents) to constitute an attraction or enticement. The only exception to the baiting prohibition is for black bears when conducted according to Idaho Fish and Game Commission Rules. For example; a bait permit must first be purchased and the bait site tagged with the plastic tag provided. Additional rules about what is lawful to use for baiting bears also applies. The brochure you referred to was obviously sent to many households across the country. Baiting deer in some states may be legal but it is not legal in Idaho.
