POLICY NO. A-15.0: Cooperative Educational or Research Projects

POLICY STATEMENT 

This policy describes certain fiscal requirements for the Department’s cooperative educational or research projects with institutions of higher education.

A. University of Idaho

The Department, the University of Idaho, the U.S. Fish and Wildlife Service, and the U.S. Geological Survey are parties to the Idaho Cooperative Fish and Wildlife Research Unit (ICFWRU) agreement, which included federally negotiated indirect rates (F&A) that must be accepted by all Federal awarding agencies consistent with 2 CFR §200.414(c). As long as the Department and University of Idaho are parties to this agreement, or comparable agreement in which indirect rates federally are negotiated, the Department will provide all funds for University of Idaho projects through the Idaho Cooperative Fish and Wildlife Research Unit and pay indirect charges pursuant to that agreement.

B.  Institutions of Higher Education other than the University of Idaho

The eligible indirect rate for any cooperative educational or research projects for institutions of higher education other than the University of Idaho will depend on the funding source.

If federal funds are used, the Institution will determine indirect charges pursuant to 2 CFR Part 200. Consistent with 2 CFR 200.306(c), the Department may ask the Institution to contribute that portion of the Institution’s indirect charges (as unrecovered indirect cost) adequate to meet federal match or cost-sharing requirements (e.g., the 3:1 matching formula for Pittman-Robertson and Dingell-Johnson funds). Unrecovered indirect cost means the difference between the amount actually charged to the Federal award and the amount which could have been charged to the Federal award under the approved indirect cost rate.

If nonfederal funds are used, the Department will not authorize more than a 15% indirect rate.

C.  Academic year and summer salary for all Institutions, including the University of Idaho

Regardless of federal or nonfederal funding source, the Department will not allow direct academic year salary charges from any faculty involved on a project. The Department may approve summer salary for faculty only for specific deliverables explicitly requested by the Department.
