That portion of Unit 28 within the Salmon River drainage, downstream from the Leesburg Stage Road/Forest Service Road 002 to the mouth of Pine Creek; but excluding the Pine Creek drainage, and that portion of Unit 21 upstream of the Spring Creek Road (Forest Service Road 038); and all of Unit 21A.
