Q: Public Land Hunting
I was looking at public and private maps. I found some farm land that has been labeled as public land, specifically owned by the state of Idaho. Is it okay for me to hunt since that part of the farm is on public land?A:
Typically land owned by Idaho Department of Fish and Game is for the purpose of public use. However there are restrictions on many of our wildlife management areas (e.g. some are closed to big game hunting, some to waterfowl hunting, etc.). Land owned by other State of Idaho agencies may have restrictions as well. If this property is a farm, remember that all cultivated land is considered to be legally posted and you must obtain permission. This is one of those questions that is hard to answer in detail online. Please contact the Regional Office in which the property is located so you can describe the property in questions. Are Hunter Education Certification Cards accepted from the State of Texas. I plan to buy a non-resident Small Game Hunting License for a duck hunt in Idaho in December. I am 23 years old and completed the Texas Hunter Ed. Certification Class 6 years ago and have my Certification card as well as a current Texas Hunting license that indicates I am HIP certified. Q: Hunting in unit 61 in November 2014
I have drawn a tag for unit 61 for bulls. I'm wondering if you have any ideas on where the herd is at this time of year and if they are still considered to be higher in elevation right now or if they are starting to migrate out to the desert. We are hunting in the spencer area of unit 61( porcupine pass, west camas creek, Alex draw, aspen draw, Pete creek, etc) close to the Montana line. ThanksA:
Most of the elk migration will not happen until late Novemeber or December. Elk could also be found at any elevation this time of year. They will seek out areas with good security cover and good forage until snow and cold temperatures push them out of those areas towards their winter range. Through past research IDFG has observed most of the elk in the western part of unit 61 will winter in Montana, while most of those in the eastern part of the unit will winter near the St. Anthony sand dunes.answered 11/5/2014

Possession of a red-tailed hawk requires a falconry license. Federal regulations regarding falconry state that you must be at least 12 years of age to obtain an apprentice level falconry license. Hi Jack, I can answer one of those species pretty simply - there are no pheasants that I know of on Red Ridge. However, it is likely that there are grouse - perhaps blue (now called dusky) grouse and/or ruffed grouse. There may be cottontails, although snowshoe hares are likely more common. Q: Guided goose hunts
I understand Idaho is a non guide waterfowl state. How can four flyway.com advertise guided goose and duck hunts on private land. Guiding is guiding from my perspective.A:
You are correct. There is a moratorium on outfitted waterfowl hunts for licensed outfitters and only those outfitters grandfathered can continue doing so. However, in 2013 Idaho law was changed to allow private land outfitting/guiding without a license. Here is the specific language from Idaho Code 36-2103 (2): A person who obtains permission to outfit or guide on private property from the property owner is required to be licensed as an outfitter or guide unless the terms of a written agreement with the property owner do not require licensure. So, on private property it is for the landowner to determine licensure requirements for his/her property.answered 11/4/2014
Q: Non U.S. Citizen hunting general deer
A friend of mine from Canada and his son would like to try hunting out. If they are to hunt general deer, what is required to do so? They both have never hunted or obtained a hunters safety course. Also, what would it take for just his son to hunt deer if they elect that?A:
You and your son can purchase a hunter's passport at a vendor or through the Idaho Fish and Game Department. The passport exempts you from taking hunter education this year in order to hunt. The passport expires at the end of the calendar year. That means that the next time you come to Idaho to hunt, if born after January 1, 1975, and have never held a hunting license anywhere, you will be required to take a hunter safety course through a fish and game department in order to purchase a hunting license. The Hunters Passport you will be required: To hunt with someone that is 18 years old or older and is a licensed hunter. You are "super-glued" to their side at all times during the hunt You carry the passport on your body at all times during the hunt The passport expires December 31, 2014. The licensed hunter can only have up to 2 menored hunters with him at one time. Along with the passport, you will purchase whatever tags you need for nonresidents. 10 year olds can hunt big game in Idaho. I purchased my non resident hunting license, white-tail tag and wolf tag online through this site. I received my white tail and wolf tag but not my license in the mail. How do I get a copy of my license?A:
Over the years we have received many suggestions from our customers about having the ability to print their license from home. In the spring of 2013 we made a change to our Internet purchase site that now allows hunters and anglers to print their license instead of receiving it in the maile. Per our front page and the purchase confirmation page, licenses are now to be printed by the person making the purchase via the Internet. Non-toxic shot is required for all hunting (including quail and upland game) while on the USFWS Deer Flat Refuge islands (posted with National Wildlife Refuge signs) in the Snake River. Q: A youth using a general deer tag for a whitetail tag hunt
My son is 13 and has a regular youth deer tag. Can he hunt white-tails in areas 11A, 15 or 16, even though it is listed under the white-tailed deer tag seasons that run later than the regular deer tag seasons in those areas.A:

Q: Waterfowl guiding in Idaho
I understand that Idaho doesn't allow waterfowl guiding.Could you explain a little more about what the definition for "guiding" of waterfowl is for your state, and why the restriction? Thank you.A:
Guiding is defined by Idaho Statute, at 36-2102 (c): "Guide" is any natural person who is employed by a licensed outfitter to furnish personal services for the conduct of outdoor recreational activities directly related to the conduct of activities for which the employing outfitter is licensed. Any such person not employed by a licensed outfitter who offers or provides facilities or services as specified in subsection (b) of this section shall be deemed in violation of the provisions of this chapter, except: (1) any employee of the state of Idaho or the United States when acting in his official capacity, or (2) any natural person who is employed by a licensed outfitter solely for the following activities: caring for, grooming or saddling of livestock, cooking, woodcutting, and transporting people, equipment and personal property on public roads shall be exempt from the provisions of this chapter. Outfitting/guiding waterfowl hunters has been restricted by the commission to reduce private hunter versus guided hunter conflict. Much of the waterfowl hunting happens in and near the same locations and conflicts were occurring. There are a few grandfathered outfitters that are licensed to hunt waterfowl. To trap coyote can I bait the traps? What are the regulations for trapping coyote?A:
You can use bait for trapping coyotes, however you cannot use any part of a domestic or wild origin game bird, big game, upland game, game fish, or protected nongame wildlife for bait in trapping furbearing animals, unprotected wildlife, or predatory wildlife. In addition bait for trapping is defined as any animal parts; except bleached bones or liquid scent is not considered bait. See page 45 of the upland game, furbearer, and turkey rules. Q: Farragut State Park Hunting Area
Are there restricted area for hunting within Farragut State Park? Can the entire Park be hunted?A:
The entire park can be hunted with the exception of posted areas around buildings, so long as there is not a restriction stating the park is closed. I was given a Landowner tag for a bull elk in unit 45. Do I have to wait a year before applying for a controlled hunt in unit 45? Landowners don't have to wait but I'm not sure about people who were given a tag. Thanks.A:

Q: Is it legal to use bait to hunt coyote?
I was shopping recently at my local Walmart and saw that they sell bags of "coyote bait". Is it legal to use bait to attract coyotes during a hunt? I understand that using bait for big game animals is illegal, but was wondering about coyotes since they are unprotected wildlife. If it is legal, are there any restrictions as to what I can use to bait coyotes?A:
Coyotes are classified as predatory wildlife. Fish and Game does not prohibit the use of bait for hunting predatory wildlife (coyotes). Using the edible portion of harvested game animals as described in Idaho Code 36-1202 is not allowed. Consult with the land management agency as well to determine if they have any restrictions on placing substances to bait coyotes.answered 11/2/2014

I was unsuccessful in the regular deer hunt, can I still hunt in any of the short range weapons areas? I have both a muzzleloader and a crossbow?A:
Yes, your regular deer tag is valid in a short range hunt. Short range hunts are general hunts with a weapon restriction, just be sure to follow the weapon restriction listed on page 100 of the 2014 Big Game Season and Rules brochure.answered 11/1/2014
Q: .9 mm carbine
Can I use a 9 mm carbine with a 16 inch barrel to hunt big game??? Also can I use it in areas that require short range weapons only?A:
Yes a semiautomatic 9mm carbine rifle could be used to hunt deer during the general season. Fully automatic weapons are of course illegal. This weapon would not be legal during any short range weapon hunt. I would suggest instead using a bolt action rifle however, of a larger caliber for the reasons that it is simple, reliable, and safe. A 9mm could easily be deflected by bone and other tough parts found in larger big game animals such as deer. Would a 9mm kill a deer? Certainly but quick HUMANE kills should be the goal of every hunter and sportsman. A 9mm, even in a rifle is underpowered for big game hunting. It's a question of ethics and sportsmanship.answered 10/31/2014

I am looking to get into Archery hunting in 2015. I am a Montana resident and have passed the Montana Field Day Qualifier Exam (online course) and have a printed certificate. I work and live in Idaho for part of the year. Can I register for an Idaho Archery Ed field day to complete my archery education process? Or do I have to take the field day in the State where the exam and residency is specific to?A:

Q: Private Land Clarification
In response to IDFG recent explanation of private land and hunting in Idaho. The post says that it is illegal to hunt land that is cultivated or posted without permission and then goes on to say that cultivated land is land that is either hay fields or irrigated pasture land. Does land that is planted with CRP grass that is not irrigated or farmed in any other way count as a cultivated land. According to the definition of cultivated lands posted earlier it does not. If this is the case the landowner must properly post signs on this land to legally keep sportsmen from accessing this land? I also have a question as to the legality of landowners posting land that does not belong to them for instance a landowner near Beaver Dick park in Rexburg attempts to post land that is below the high water mark on a regular basis. Are there any consequences for landowners posting public land in an attempt to keep sportsmen from legally accessing land they have a right to be on?A:
CRP land is privately owned. If it is not clearly cultivated or irrigated we recommend the owner post the property if they wish to prevent access. If you know it is privately owned I recommend you obtain permission. Some of the older CRP parcels have sage brush growing and it is next to impossible to tell if it has been cultivated. These are the cases in which we recommend the landowner post the property if the intent is to prevent access. Q: Private Pond Stocking
After obtaining a private pond permit in the Panhandle Region, what species of fish are approved for stocking? What about crawdads and bullfrogs?A:
Our Regional Fisheries Manager, Jim Fredericks, will evaluate the location of your pond and the associated risk to local fish populations from your proposed species of fish, crustacea, and amphibian stocking. In some cases, if there is risk to local fisheries from your stocking, he will require only sterile (non-reproducing) fish, only or he may only allow fish from a certified disease-free facility. He may also require only crustacea from a near-by source known to be disease-free or of a native variety. In the case of bull frogs, they are classified as an invasive species and would probably not be approved for stocking in your pond. Prior to ordering fish for a private pond, it is a good idea to contact the local Fish and Game Office and work with the Regional Fish Managers to identify allowed species and sources of fish/wildlife. After all, you would hate to be responsible for introduction of a species of fish that caused damage to a local fishery.answered 10/31/2014
