Is it legal to use bait to hunt coyote?

I was shopping recently at my local Walmart and saw that they sell bags of "coyote bait". Is it legal to use bait to attract coyotes during a hunt? I understand that using bait for big game animals is illegal, but was wondering about coyotes since they are unprotected wildlife. If it is legal, are there any restrictions as to what I can use to bait coyotes?

Coyotes are classified as predatory wildlife.  Fish and Game does not prohibit the use of bait for hunting predatory wildlife (coyotes).  Using the edible portion of harvested game animals as described in Idaho Code 36-1202 is not allowed.  Consult with the land management agency as well to determine if they have any restrictions on placing substances to bait coyotes.
