Q: New river sections
I was disappointed to see the change in the breakup of the Little Salmon (above and below the lower Pollock bridge). The news release yesterday is understandable with the harvest quota, but because of the new river sections, we cannot fish for adults in the section between above rapid river and the lower Pollock bridge. Can you please provide a good explanation why we cannot fish in this short stretch for adults, considering they are not Rapid River fish?A:
We've reached the harvest quota on fish headed to Rapid River Fish Hatchery. From keeping the river reach from the mouth of Rapid River to Pollock open for fishing in the past, we've discovered that many fish headed to Rapid River go past the river and are harvested in the Little Salmon River upstream fishery. To minimize harvest on these fish, we moved the closure boundary to the Pollock Bridge. Please keep in-mind, these quotas and associated closures/restrictions are to make sure we have adiquate brood stock to provide for future generations of salmon. We would not limit sport fishing if there were other ways for us to provide fish for the future. Hopefully, you will take advantage of the hatchery Chinook salmon that will be returning to the Boulder Creek/Hazard Creek area.answered 6/26/2014

Hello, Our most recent survey was in 2013. That survey indicated that the elk population in the Weiser River Zone (which 32A is part of) has increased. In 2007, we estimated 7855 elk in the Weiser River Zone. In 2013, we estimated 10471, a 33% increase in the 6 years between the surveys. Ririe Reservoir is the spot many crawfish anglers go to catch a bunch of crayfish. They can also be caught in lesser numbers in Island Park Reservoir and the main Snake River through Idaho Falls. There are probably other areas too, but these are the spots most folks go to catch crayfish around Idaho Falls.answered 6/26/2014
Q: Fire closures
Since I didn't get lucky with a draw tag. I am looking to see where I will be hunting this year. I have been hearing rumors that all of the Elk and Pony fire areas will be off limits this year. I have not read this anywhere. Is there any truth to these rumors?A:
IDFG does not have any plans to restrict elk and deer hunting opportunity in Unit 39 this fall as a result of last years Pony and Elk fires. However, travel restrictions may and will likely be in place in areas affected by the fire. Ultimately travel restrictions are a call by the US Forest Service and BLM on land administered by them. For example, last year there were restrictions on all access to parts of the burned area but IDFG was able to work with the Forest Service to allow foot travel while the Forest Service maintained motorized restrictions to protect the resource. We anticipate a similar approach this year but for further information on potential restrictions this fall you can visit the Forest Service and BLM offices or visit their websites: BLM - http://www.blm.gov/id/st/en/advisories-closures.html Forest Service - http://www.fs.usda.gov/alerts/boise/alerts-notices In addition, after December the BLM had an all-closure restriction on areas burned to protect wintering deer and elk from additional stress. Q: Why is f&g against the point system?
Every year the same people that have drawn multiple times draw again. There are those of us that have never drawn. Everyone knows that some people are just very lucky and there are others that never win anything. Why is fish and game so dead set against evening up the chances. I was also told by more than one fish and game representative that if you do not fill out a harvest report your draw is pulled if this is true do you refund the application fee?A:
The Idaho Fish and Game Commission has seriously considered point systems in the past, most recently in 2005 and 2010. In 2005, the Commission adopted a point system contingent on the Idaho Legislature passing a law that allowed the Fish and Game Department to charge a small surcharge on each application to cover the cost of implementing the system. The legislature debated a bill, but eventually rejected it and the point system was not implemented. In 2009, the legislature passed a law that allowed the Department to charge no more than $4.50 per controlled hunt application to fund a point system should the Commission implement one. In 2010, the Fish and Game Department proposed implementing a bonus point system (very similar to Nevada’s). Ultimately, the Commission failed to accept the proposal. The Commission cited several reasons for not adopting a point system, including: 1) adding increased complexity to the licensing system, 2) impact on casual/youth hunters that would be disadvantaged by a point system, and 3) responding to substantive public perception that the Department was proposing a point system simply to increase revenues. Additionally, comment received during the public scoping process indicated broad public disagreement on the specifics of any single system. Areas of disagreement: bonus points vs. preference points, whether a point-only option should be implemented, which hunts or what species should the system apply to, and whether a point system should be mandatory or voluntary. Q: Swan Falls Res Panfish
I know there are crappie in the lake behind Swan Falls Dam, but I never hear much about people catching them there. Are there any fish surveys or other data that would show the size and number of crappies and other panfish in the reservoir?A:
If you go to our webpage (fishandgame.idaho.gov); click on the "Science" tab; "Fisheries" and search for "Swan Falls Reservoir," you will find all our technical information for Swan Falls Reservoir. Swan Falls Reservoir has both species of bass, bluegill, crappie, pumpkinseed, yellow perch, and rainbow trout. Essentially, everything that is found in C.J. Strike Reservoir can be found in Swan Falls. Only difference is, Swan Falls is a very shallow, sediment laden reservoir. Fish habitat is marginal so populations are not as large as you would find in C.J. Strike. Fish coves and rocky shoreline for the best warmwater fishing. Also, anyplace with woody debris will attract fish in Swan Falls.answered 6/26/2014
Q: Idaho fishing licenses
Idaho Fishing, please consider the 365 day licensing. Your out of state license is one of the more expensive which is not an issue. What is an issue is getting our moneys worth. We love fishing my home waters of Idaho but some years we only are able to fish maybe 20 days. For the $98. fee in today's economy is very hard. Keep in mind the other moneys we bring when we do come. I am betting even some locals would really like this 365 day license. Thank you.A:
Actually, we've studied going to a 365-day license versus a calendar-year license and we've talked with a number of states that have gone the 365-day route. There are pros and cons to both. For Idaho, one of the complicating factors is our salmon and steelhead fisheries. These are seasonal fisheries that require a permit separate from your license. We could not resolve how an angler could have a valid salmon or steelhead permit and not have a valid license. When we've talked to the public about making the change, one of the things most anglers liked about the current system is they know exactly when their license expires (Dec 31) and a new one is required. With the 365-day license, it's easier to forget the date a new license is needed. States that have made the change don't report a change in revenue - just a more constant revenue stream spread over 12 months.answered 6/25/2014

Before I knew my 10 y/o grandson could not be entered in the 1st drawing, I had already entered him. I understand that I lose the fee, my question is now that the draw results are back and it shows he drew in an area for archery, can he hunt that area/hunt?A:

As of late June 2014, the quota for the upper Salmon River Chinook fishery is roughly 755 salmon harvested. Keep in-mind, this fishery is comprised of salmon returning to Pahsimeroi and Sawtooth hatcheries. The fishery area downstream of the Pahsimeroi river could close earlier than the area upstream of the Pahsimeroi to help in meeting the broodstock goal at Pahsimeroi Hatchery.answered 6/25/2014
Q: What are the rules for buying Salmon from Natives
What must you have on the receipt from Natives to ensure you are legal if you buy salmon from them? How do you know if they are legal to sell? Is there a limit on how many you can buy? Can you buy native non clipped salmon from them? Can you have salmon you bought with salmon you caught?A:
You need to have a receipt when you buy salmon from tribal members because this is your only way to legally demonstrate the origin of the fish. With no receipt, we assume the salmon were harvested in the fishery and must be legally recorded on your salmon permit. The burden of proof is on you - not law enforcement officers, to show the origin of the fish. Your receipt must show: date of purchase; number of salmon purchased; size of salmon purchased; and signature/identifying name of whom the fish were purchased. If you are stopped and checked by our law enforcement officers and have bought and Chinook harvested in the sport fishery, that receipt is your proof of how many you caught and how many were bought. Tribal members can sell salmon whenever their tribal elders open a commercial salmon season. In Riggins, earlier this year, the Nez Perce tribe posted signs around town letting the public know that the Commercial season was closed and their members could not sell fish. They have since opened the season and their members can sell fish legally harvested by their members. They have a harvest quota on wild Chinook. This is all the more reason to have a receipt. I would ask them to note the condition of the adipose fin on the receipt if they are selling you a fish with the adipose fin still attached. There is no limit on the number of salmon you can buy from tribal members.answered 6/25/2014
Q: Why does Idaho make us wait until May to apply for hunts?
Why can't we apply at the end of the year like other states?A:
Department biologists spend many hours during the months of January, February and early March studying the health of deer and elk populations in the state through aerial surveys, hunter reports and other methods. During this same time frame the biologists also hold public meetings with hunters throughout the state to gather comments on recommended hunting seasons for the upcoming fall hunts. The Department then takes all of the information it has gathered and presents recommended hunts and season dates to the IDFG Commission at the end of March. After seasons have been set by the IDFG Commission, it takes the Department a couple of weeks to complete the big game proclamation booklets, have them printed and delivered to license vendor outlets. This gives hunters a little bit of time to study the hunts available and make plans with hunting partners on which hunts they want to apply for. Thank you.answered 6/25/2014

Can a battery powered Eotech holographic site be used (similar to a red dot) while hunting deer in Idaho?A:
Yes. In January of 2007 this went through public scoping and the commission adopted the recommendation as follows. No person shall take big game animals with any electronic device attached to, or incorporated in, the firearm (including handguns andshotguns) or scope; except scopes containing battery powered or tritium lighted reticles are allowed. Q: Fish Stocking in the Buffalo River
I have noticed in in recent years that the fishing has significantly went down on the Buffalo River. In looking at historical stocking reports, it states that there has been no stocking since 2002. Is there a specific reason for this? My family and I enjoy the fishing in Island Park especially the Buffalo River and would like to know if stocking is going to start again. Thanks.A:
Thanks for your interest in the Buffalo River. As you note, we have not stocked that reach for over a decade, primarily because angler use of hatchery fish was low there. The reach is currently supported by natural reproduction of resident trout, and also some fish from the Henrys Fork that migrate upstream over a fish ladder on the lower end of the Buffalo. Since the reach is supported by natural reproduction, there will be periods where the fishing is better than other years, and also worse. Generally, envirnomental conditions such as temperatures and precipitation dictate how many wild fish are produced each year, which in turn influences angler catch rates. Given our current financial situation with declining license sales, it is unlikely that we will be able to stock the Buffalo River in the near future. Our hatcheries are supported entirely by revenue generated from license sales, and until those sales improve, we are scaling back production. Stockings in all waters have been reduced, and in some cases (like the Buffalo) eliminated entirely. If and when our financial situation improves, we can re-visit the stocking program and increase stockings where they will be effective at improving the fishing. Biologists typically band ducks during July and August each year. There is no age limit associated with banding ducks; however, not all regions band ducks in Idaho. I'm not sure the state of residency has much to do with being rude. I've seen plenty of Idaho anglers show less than steller angler ethics. The bottom line is, we all need to show respect and courtesy to fellow sportsmen and women when we hunt and fish. My Daughter just turned 10 and Got her hunting licence. May she hunt a bear off my bait permit and hound hunter permit or does she need to get her own?A:
Your daughter does not need to purchase a baiting permit and can hunt off another’s bait. However, she will need to purchase a hound hunter permit. The following is on page 101 of the 2014 Big Game Seasons and Rules booklet: Hound Hunter Permit When dogs are being used to hunt black bears or mountain lions, the following persons must have a valid hound hunter permit and a black bear or mountain lion tag for the current year in possession: • Anyone who owns pursuit dogs. • Anyone having control of dogs owned by another person. • Anyone who harvests a black bear, mountain lion, bobcat, raccoon, or fox with the use of dogs.
