This publication presents guidelines and methodology for improving our understanding and management of bald eagle habitats. The booklet is written primarily for coordination of land management activities under the multiple use concept of the U. S. Forest Service. California Region Forest Service employees working in bald eagle use areas should review these guidelines and apply the concepts. Other public and private land managers may find the publication helpful in the development and management plans and in meeting the requirements for identification of critical habitats for bald eagles under the Endangered Species Act of 1973.
