Abstract:

The Idaho Department of Transportation is proposing improvements to US Highway 20. The memorandum presents the results of UTE ladies'-tresses (Spiranthes diluvialis) surveys. The proposed project corsses several mapped areas of wetlands which could be considered waters outlined in Section 404 of the Clean Water Act. Surveys for Ute ladies’-tresses were conducted adjacent to US-20 in 2018, 2019, and 2020. The results of the 2018 and 2019 surveys are available in the attached memo reports (BIO-WEST 2018; BIO-WEST 2019). . The ITD has revised the extent of the project area several times throughout the 3-year survey period based on preliminary design changes for the Preferred Alternative. Surveys were conducted by BIO-WEST, Inc., (hereafter, BIO-WEST). The results of the third consecutive survey for Ute ladies’-tresses are described in this technical memorandum.
