Abstract:

The U.S. Fish and Wildlife Service (USFWS) published the proposed revised critical habitat (pRCH) rule for slickspot peppergrass (Lepidium papilliferum) in the Federal Register 23 July 2020. In the published rule and on the Idaho Fish and Wildlife Office website, [USFWS] provided maps of critical habitat that included some of the slickspot EOs with a 250 meter buffer. [USFWS] have received requests from external sources (OSC and BLM) for the Geographic Information System (GIS) shapefile of slickspot peppergrass pRCH.

Kristin Lohr, Fish and Wildlife Biologist, Idaho Fish and Wildlife Office, U.S. Fish and Wildlife Service asks the following questions of Idaho Fish and Wildlife Information System (IFWIS), with IFWIS response.

Q1) With the 250 meter buffer on EOs, can the Service display maps of the pRCH on public sites (Federal Register, IFWO website)?
A1) IFWIS requests that any public facing products display information at a scale so locations cannot be easily discover-able on the ground.

Q2) Can we share the GIS shapefile of pRCH with external partners. I can send you the shapefile if you would like to take a look at the attribute table.
A2) The pRCH is a data product of the EOs, but was created using EOs as the inputs. Technically, it sounds like this data output belongs to USFWS and the metadata and attributes should be updated to reflect USFWS edits.

Q3) Should we refer external partners to you/Idaho Natural Heritage Program for the EO information?
A3) Refer external partners to IFWIS. Many entities are already partners (BLM) and obtain our information in the same manner USFWS does.

USFWS provided a digital copy of the GIS shapefile of slickspot pRCH polygon data to IFWIS. The GIS shapefile contains USFWS buffers using IFWIS data and maintains IFWIS metadata from January 2019 data export.
