Abstract:

The purpose of the proposed action is to authorize livestock grazing and related management facilities on public lands in accordance with applicable laws and regulations. The proposed action is needed to correct any unacceptable resource conditions in the Stateline (#0527), Succor Creek (#0511), and Baltzor FFR (#0607) allotments. The purpose of this environmental assessment (EA) is to analyze the impacts of the proposed livestock grazing management practices and projects. Also, this EA will help the BLM authorized officer formulate informed grazing management decisions that are in conformance with the land use plan objectives, in compliance with Idaho Standards for Rangeland Health, and consistent with the Guidelines for Livestock Grazing Management. Also included is the Notice of Field Manager's Final Grazing Decision letter to Baltzor Cattle Company, Jordon Valley, Oregon, dated February 23, 2001. This decision implements the Proposed Action described in the environmental assessment (EA) No. ID-096-99058 for authorizing livestock grazing on two allotments for which the Baltzor Cattle Company is a permittee. It is the decision to issue the operator (Operator Number 111384) a grazing permit for a period of ten years (from 03/01/2001 to 02/28/2001) on the Succor Creek (#0511) and Baltzor FFR (#0607) allotments. Terms and conditions for the grazing permit are specified in this decision.
