Abstract:

This (draft of a) recovery plan (Plan) is being created to protect and restore Chinook salmon and summer steelhead populations. The fish populations belong to larger groups of Snake River salmon and steelhead that are currently listed under the Endangered Species Act (ESA). The NMFS is required, pursuant to Section 4(f) of the ESA of 1973, to develop recovery plans for species listed under the ESA. Recovery plans identify actions needed to restore threatened and endangered species to the point where they are again self-sustaining elements of their ecosystems and no longer need the protections of the ESA. The Plan focuses on two species of salmon and steelhead that occupy habitats in the Idaho portion of the Snake River basin: • The Snake River spring/summer Chinook salmon (Oncorhynchus tshawytscha) evolutionarily significant unit for federal ESA-listed salmon was listed as a threatened species on April 22, 1992, and the listing was reaffirmed on June 28, 2005. • The Snake River steelhead (Oncorhynchus mykiss) distinct population segment for federal ESA-listed steelhead was listed as threatened on August 18, 1997. This listing was reaffirmed on January 2, 2006. This Plan includes an overview and discussions about climate change, Salmon River major population groups (MPGs) for Chinook, fishery management strategies, steelhead introduction, Salmon and Clearwater rivers MPGs for steelhead, adaptive management, limiting factors and threats, and recovery strategies. Portions of this plan have been posted between January 2012 and October 22, 2014, and the target for adoption of the final plan is 2015.
