Draft Conservation Strategy for Oregon Populations of Malheur Prince’s Plume (Stanleya confertiflora: Brassicaceae)

Abstract:

A. Goal <br> The goal of this Conservation Strategy is to summarize existing information regarding the biology and ecology of Stanleya confertiflora, review existing and potential threats to the species, identify a protocol that will help meet agency management and policy objectives, and reduce the likelihood of listing under the federal ESA. This species is of concern due to its limited distribution (found only in Harney, Baker, and Malheur counties, Oregon, and immediately adjacent Idaho), the paucity and small size of its populations, and the presence of various current and potential threats throughout its range, including herbivory or trampling by livestock, habitat degradation by off‐road vehicles and invasive weeds, and the presence of mining claims within occupied habitat. The species also comprises two separate phenotypes, characterized by white versus lemon‐yellow flowers, the populations of which are completely separate geographically. The taxonomic and geographic significance of these differences has yet to be resolved. <br> B. Scope <br> The geographic scope of this strategy encompasses the known and suspected range of Stanleya confertiflora in Oregon, where the species is limited to sagebrush‐steppe habitats, and located almost entirely on federal public lands administered by BLM’s Vale and Burns Districts. Considerable new information has been generated regarding this species in the last decade, especially with respect to life history and demographics, and information updates on the ecology as well as the local distribution and recovery potential of the species may be necessary to keep this strategy current with time. Similarly, the threats described here summarize existing or suspected threats, which also may lessen or intensify with time. The species is still far from well‐known, and uncertainty and inference are acknowledged here where appropriate <br>
