Abstract:

The U.S. Fish and Wildlife Service (Service) prepared this Biological Opinion (Opinion) of the effects of the Idaho Department of Fish and Game’s (Department) proposed Billingsley Creek Spring Weir Replacement Project (Project) on the threatened Bliss Rapids snail (Taylorconcha serpenticola). The Corps of Engineers (Corps) requested formal consultation with the Service under section 7 of the Endangered Species Act of 1973, as amended, for its proposal to authorize the project. The Service has concluded that the action, as proposed, is not likely to jeopardize the continued existence of the Bliss Rapids snail, will have no effect on the endangered Banbury Springs limpet (Lanx sp.) or the Snake River physa (Haitia [Physa] natricina), and will have no impact on the candidate species Greater Sage-Grouse (Centrocercus urophasianus). Included within this Biological Opinion are a consultation history; a description of the proposed action; description of the Bliss Rapids snail, its life history, habitat, and conservation needs; an environmental baseline of the action area; effects of the action on species; cumulative effects of various actions that are reasonably certain to occur; conservation recommendations; the literature cited for the Opinion; and appendices of Service field notes and photographs.
