Abstract:

The U.S. Fish and Wildlife Service (Service) has completed a Comprehensive Conservation Plan (CCP) and Environmental Assessment (EA) for the Bear Lake National Wildlife Refuge (Refuge) and Oxford Slough Waterfowl Production Area (WPA). The CCP will guide management of the Refuge and WPA for 15 years. The CCP/EA describes the Service's proposals for managing the Refuge and WPA and their effects on the human environment under three alternatives, including the no action alternative. Based on the Service's comprehensive review and analysis in the CCP/EA, the Service selected Alternative 3, the agency’s Preferred Alternative, for implementation, because it will guide management of the Refuge and WPA in a manner that does the following:  Achieves the mission of the National Wildlife Refuge System and the purposes, vision, and goals of the Refuge and WPA.  Maintains and restores the ecological integrity of the habitats and populations of the Refuge and WPA.  Addresses the important issues identified during the CCP scoping process.  Addresses the legal mandates of the Service, the Refuge, and the WPA.  Is consistent with the scientific principles of sound wildlife management and endangered species recovery.  Facilitates priority public uses appropriate and compatible with the purposes of the Refuge and WPA, and the Refuge System mission. The information in Volume 1 of this CCP occurs in five chapters: Introduction and Background, Management Direction, Physical Environment, Biological Environment, Human Environment.
