The website, which lists the versions and allows downloading of the latest 3.2 version, says that "The IUCN Council adopted this latest version, which incorporated changes as a result of comments from the IUCN and SSC memberships and from a final meeting of the Criteria Review Working Group, in February 2000," and "All new assessments from January 2001 should use the latest adopted version and CITE THE YEAR OF PUBLICATION AND VERSION NUMBER" [Caps mine].
