It is illegal to plant any type of foodplot on public lands without the permission of the land management agency responsible for the property. I am unaware of any occasion in which a public land management agency has given approval to a private individual to plant a food plot on public lands, so I do not know the likely hood of this being successful.
Additional items to take into consideration when dealing with foodplots are ensuring they are managed in a way that does not conflict with state or federal baiting laws, or promote or introduce noxious or invasive weeds/species.
