There were no sheep hunters in unit 21 last year, were they given rain checks due to the fire? Do I have any chance of drawing if I put in this year?

Yes, all 3 hunters opted to take rain checks because of area fire closures.  Three tags will be available for the 2013 season.  Therefore, there will be 6 hunters during the 2013 season.
