The land management agency usually has rules regarding dogs at large. For instance most United States Forest Service Districts require leashs in their developed camping areas. Idaho Department of Fish and Game has rules for Wildlife Management Areas that do not permit dogs or other domestic animals to run at large when the owner or guardian is not present to control or care for them or to permit dogs to be off leash or conduct dog training when prohibited by posted notice. Contact the land manager responsible for the land in question to obtain the approprate rules for that area.
