Yes; as long as you provide suitable documentation for proof of residency in Idaho for your spouse.
Significant others do not qualify. The appropriate proof of residency documents is either a copy of the spouse’s current driver’s license OR in the case of a non-driver, a copy of the spouse’s Idaho identification card along with two forms of proof as stated in the rule book; obviously in the spouse’s name.
Nonresident licenses may be purchased by someone other than the applicant because residency certification is not required.
