I was under the assumption that you could apply anywhere between the 5th and the 15th and then they draw. So do they only take a certain number of applicants before they quit taking anymore?

No. The application period for the second draw is August 5th through August 15th. There is no limit to the number of applications we will accept during that time following the appropriate application rules as listed in the 2014 big game proclamations on page 108 through 111.
