Answer:
All birds are protected except for starlings, Eurasian-collared doves, English sparrows and feral pigeons. The exceptions are certain species of waterfowl, doves and upland game birds, which can only be hunted during seasons that Idaho Fish and Game authorizes.
All other birds are classified as protected nongame and cannot be hunted.
