Initially thought harrier, but tail did not match up with feather atlas scans of harrier tail feathers. PRFA was a dead match and I was later able to find the bill and feet and they were blue, indicating juvenile. Additionally, the feathers were still emerging from the shafts, further indicating juvenile.
