Probably. I'm a bit uncertain.
I passed a dead bird along the freeway about 7:15pm on June 2, 2017. It was a bird of prey for sure. Not a turkey or crow...It was lying with its back facing the freeway. I was traveling about 60mph but I could see the colors were dark brown/rust brown/white. I could not safely stop on the freeway and I know that we are not supposed to pick up bald eagles. It was lying on the shoulder of the road in the right lane. I was traveling east on I-90 and the bird was located about a mile west of the Silverton exit, number 60, on the eastbound side. The bird was a smaller size if it was a bald eagle. It was possibly another variety of eagle or hawk. Maybe an owl? The colors of it were like a bald eagle but I could not see the head. It did not look like it had been run over by a semi truck...or picked apart by predators when I passed it. Pretty fresh kill I'd say. I did not see the bird being hit.
