Why do I have to purchase a archery validation permit every year? What is the purpose of the extra permit?

The requirement to have an archery validation when participating in archery-only big game hunts has been around for over 20 years.  The original proposal to require an archery validation was based on 2 factors: 1) requested by organized bowhunters as a way to document the number of bowhunters in the state, and 2) as recognition that archery seasons provided added value to rifle seasons.
