On Lake Pend Oreille, is the two pole permit required to fish multiple lines?

Page 15 of the regulations says, "No limit on the number of fishing rods per angler while fishing from a boat." There is no mention of purchasing the two pole permit. Is a two pole permit needed to fish multiple lines on Lake Pend Oreille? If the two pole permit is required, if I have a two pole permit do all people in the boat need a two pole permit?

You can fish with an unlimited number of rods in Lake Pend Oreille, without a 2-pole permit, while fishing from a boat. Lake Pend Oreille is an exception to our rules on the 2-pole permit.  As part of our effort to recover kokanee in Lake Pend Oreille, we are trying to encourage harvest of lake trout.  One way to encourage harvest is to get as many lines as possible in the water. If you are fishing from the bank on Lake Pend Oreille and want to use two lines/rods at the same time, then you must have a 2-pole permit. F08
