I'm a non-resident and applying for a sheep tag. If I use a credit card do I get charged 3% of the tag price if I don't draw or only if I draw a sheep tag.

The 3% is charged when you apply for the sheep hunt; the money is collected at that time and, if you draw a tag, the tag is sent to you.  The 3% convenience fee cannot be refunded.
