Anyone hunting mourning doves, sandhill crane, or waterfowl in Idaho must have a valid Idaho hunting license with Migratory Bird (HIP) permit. The HIP permit costs $1.75 for residents and $4.75 for nonresidents, and it is available at any license vendor. Information from the Migratory Bird HIP permit allows migratory game bird managers to estimate more accurately the annual harvest of waterfowl, shorebirds, and doves to gain a better understanding of bird populations and their management.
