    A.) Proceed with rulemaking to allow Hunting Passport holders younger than 10 to possess a turkey tag (action)

                02. Eligibility of Mentee.
    
                a. Any person who has not previously possessed a hunting license or equivalent license in any other state
                may possess a Hunting Passport to participate in the Mentored Hunting Program as a mentee.
    
                b. Any mentee possessing a Hunting Passport is eligible to possess general hunt big game, turkey, and
                sandhill crane tags if the mentee is qualified to participate in the hunt. Any mentee possessing a Hunting Passport who is
                younger than ten (10) years of age is eligible to possess one turkey tag per calendar year and to participate in
                general season turkey hunting, including youth-only general hunts.
            

    Recommended Motion: I move to advance negotiated rulemaking according to the staff recommendation.
